Jiangsu: From January 1, 2016 to December 31, 2017, the VOCs emission charge is 3.6 yuan per pollution equivalent; From January 1, 2018, the VOCs emission charge standard is 4.8 yuan per pollution equivalent. Differentiated charging: implement differentiated charging policy. If the pollutant emission concentration value of the enterprise is between 80% - 100% (including 100%) of the specified emission standard, the pollutant discharge fee will be charged according to the benchmark charging standard; Within the range of 50% - 80% (including 80%) of the specified emission standard, the pollutant discharge fee shall be charged according to the benchmark charging standard of 800/0; If it is lower than 50% (including 50%) of the specified discharge standard, the pollutant discharge fee will be charged at 500/0 of the benchmark charge standard. Anhui: The standard of VOCs emission fee for pilot industries such as petrochemical industry, packaging and printing is 1.20 yuan per pollution equivalent. Differential charge: if the concentration value of VOCs emitted by an enterprise exceeds the specified emission limit or the volume of VOCs emitted by an enterprise is higher than the specified total emission index, the pollution charge shall be doubled according to the charging standard; In case of the above two situations, the pollution discharge fee shall be doubled.
Hunan: The standard of VOCs emission charge is 1.2 yuan per pollution equivalent. Differential charge: according to the technical level of VOCs emission monitoring, if the enterprise's VOCs emission concentration value is higher than the national or provincial emission limit value, or higher than the specified total emission index, the pollution charge will be doubled according to the charging standard; In case of the above two situations, the pollutant discharge fee shall be doubled according to the charging standard. If the production process, equipment and products of an enterprise belong to the elimination category specified in the Catalogue for the Guidance of Industrial Restructuring (Amendment), the pollution discharge fee shall be doubled according to the charging standard. If the VOCs emission concentration value of an enterprise is 50% or more lower than the national or provincial emission limit, the pollutant discharge fee will be levied by half.
